Qcel, Inc. Store Policies

Methods of payment:  We accept Money orders, personal or business checks, MasterCard, Visa, Discover/Novus, and American Express credit cards.

For Personal Checks we use Telecheck for instant approval which allows us to ship immediately. So we have to go by their rules which are: Checks must be imprinted (no starter checks).  They must have the following on them: 1. Name, Physical address (no P.O. Boxes) Phone number including area code, Drivers license with state of issue or state I.D. card number. and the signature must be readable and match the imprinted name. If you cannot easily read your signature please print your name under the signature. Also Items must be shipped to the address imprinted on the check and cannot be shipped to a P.O. Box.  Any returned checks will be collected by Telecheck which will charge at least $25.00 returned check fee. Checks which do not have the above on them will cause the order to be held for 21 days while the check clears. Please make checks payable to Qcel, Inc.

Return of Merchandise:  Unless stated otherwise in the product description,  merchandise returned in original condition may be exchanged for other merchandise or for a store credit. The return period is 30 days from the date of original shipping to you. (Except for auctions, see notice below.)

Postage for returned merchandise:  If your receive a defective item or wrong item due to our mistake we will refund your return postage. Otherwise postage is not refundable.

Shipping for Credit Card Charges:  We will verify that the merchandise is being shipped to the billing address of the cardholder. It cannot be shipped to another address if charged to a credit card unless you make prior arrangements with Qcel, Inc. If you are a prior customer we will make arrangements for gift items etc.

Shipping Costs:  On light weight orders of less than a few pounds we will ship VIA United States Postal Priority Mail. The Cost is $3.55 shipping and insurance for the first clothing item and $1.60 for each additional item. After about 5 pounds it becomes less expensive to ship UPS and we will do so billing you the shipping charges. Upon request we will get an exact quote for any order before shipping.

Where do we get our merchandise and why can we sell it for such low prices?  Qcel, Inc. handles Close-Outs, overruns, end of season items, etc.   from various manufacturers and retailers.  We are Liquidators! Most items are in new condition but some may have been on store racks or shelves and may have packaging damage or  may have  had the original packaging removed or may have been tried on.  We want you to be satisfied with your purchase. If you receive a clothing item that is not as described or is defective we will replace it or refund your money.

Shipping times: We usually ship one business day following receipt of payment. How fast it gets to you will depend on the type of shipment and your distance from us. Usually you will receive your shipment within 7 days but books may take up to 14 days.

Auction Sales:  All auction sales are final. No return No Exchange. Warranties, if any, are from the manufacturer only and not from Qcel, Inc.. No return to Qcel, Inc.
